Jhiaxus eventually activated Sandstorm's true programming during an encounter at Iacon, after determining his existing general Megaplex was too easily swayed by his template's battlelust. He failed, and the Machine Wars broke out over Cybertron.

A sleeper agent, the Sandstorm clone was programmed to use his template's existing reputation for peace to convince his peers to lay down arms and accept the new rule. He constructed a modified clone of the renowned Autobot pacifist Sandstorm and replaced the original with his copy.

When Jhiaxus planned his invasion of Cybertron using a cloned army, he chose to give the Autobots and Decepticons one last chance to avoid termination.
